David A. Collinsworth
David (Dave) Collinsworth is the City Manager for the City of Westerville, one of the largest suburban communities of Columbus, Ohio. In a 25-year career in local government, Dave has served as Assistant City Manager for the City of Miamisburg, Ohio and City Manager in Tipp City, Ohio. In Westerville, Dave is responsible for more than 430 full-time employees and an annual city budget exceeding $200 million. He oversees the programs and services of 10 departments, including a municipal electric and water utility. Known nationally for its expansive parks and recreation system, Westerville has twice been named to Money Magazine’s list of “America’s Best Places to Live.” Dave graduated Cum Laude (Political Science) from the University of Dayton in 1988 and earned a Master’s Degree in Public Administration at the University of Kansas in 1990. He resides in Westerville with wife Jane and three children, Rachel, Abbie and Andrew.
Chief Joseph A. Morbitzer
Chief Morbitzer began his career in law enforcement with the Franklin County Sheriff’s Office in 1982. He was initially assigned to the corrections division and also worked in the patrol division. He was promoted to the rank of corporal in 1985.
In 1986 he accepted a position with the Westerville Division of Police. He has served in the capacity of patrol office and training coordinator for the division. In 1993 he was promoted to sergeant. In 1998 he was promoted to lieutenant and served as commander for the patrol and detective bureaus. In 2000 he was elevated to the rank of Deputy Chief where he managed the daily operations of the division. In December of 2004 he was named interim Chief of Police. He was promoted to Chief of Police on 05/09/05.
Chief Morbitzer has been recognized for his efforts supporting Ohio Special Olympics, receiving the Ohio Special Olympics “Award of Merit”. He has also received the Ohio Association of Chiefs of Police “Michael J. Kelley Award of Excellence and Innovation in Policing”. Under his direction, the Westerville Division of Police has been awarded the Ohio Attorney General’s “Meritorious Achievement” Award on five occasions for crime solving and crime prevention initiatives.
